Violence against women and femicide / femicide are issues of great concern in Latin America and Europe. Proof of this is that the EU-CELAC  Summits in 2013-2015 and 2015-2017 included Chapter 7 in their 2013-2015 and 2015-2017 Action Plan, This chapter is specifically dedicated to ensuring gender equality and the protection, enforcement and promotion of women rights, being one of its axes, the eradication of all forms of violence that affects them.

However, despite the provisions of the Action Plans, few initiatives have been carried out for its implementation in the fight against gender violence. The few actions promoted by the European External Action Service (EEAS) and the EU members and CELAC in this area, do not form part of a coherent whole. Additionally, they are not based on the normative standards of regional or universal treaties and they do not follow the recommendations of the agencies responsible for its follow-up.

The programme of the IX Conference on Feminicide / Femicide will reflect on the situation of feminicide / femicide in Latin America and the EU countries as well as the Joint Call of the UN Rapporteur on Violence Against Women and All other Global and Regional Mechanisms to End Feminicides and Gender Based Violence, including the creation of an “Observatory against feminicides”. The programme will also address proposals from the MESECVI  such as the introduction of the appropriate legislative or regulatory measures to ensure that the VAW approach is not limited to violence within the family or couple, as well as the CEDAW Committee recommendations that concern countries from Latin America and Europe, such as the training and specialization of prosecutors, police and judges and other public officials involved in VAW cases to ensure the strict application of laws. The conference will also reflect on measures that could contribute to the implementation of Chapter 7 of the EU-CELAC Action Plan as regards VCM. Finally, the reproductive rights of women will be presented, with emphasis on legal abortion as a requirement to reduce women's deaths.
