Trafficking in human beings and exploitation in Germany – taking stock two years after implementation of the EU Directive

The EU Directive on preventing and combating trafficking in human beings was implemented in 2016 in Germany. This brought about an extensive reform of the relevant sections of the German Criminal Code, which now define sexual exploitation, labour exploitation, forced criminal activities and begging and organ removal as exploitation forms.

Two years later, the Bundesweiter Koordinierungskreis gegen Menschenhandel e.V. (KOK) would like to invite you and their speakers, focusing on the practical application of the new provisions, but also on questions around competences, responsibilities and strategies used to address all forms of trafficking in human beings, and support and protect trafficked persons.

The questions we will examine include:

  • What has concretely changed since the German Criminal Code reform?
  • What situation do trafficked persons face?
  • What role do the “new” forms of trafficking play, i. e. begging and forced criminal activities?
  • Who is in charge of advising and supporting such clients?
  • Are there any cases of prosecution to report?
  • What are the existing support structures in Germany?
  • Which services need extending or linking?
  • What is the experience in other countries such as the UK, austria and Belgium?
  • What would be the next steps and measures to be taken to combat trafficking in human beings and help trafficked persons enforce their rights?
