Push for integration?

The Association Agreement between the EU and the Andean Community of Nations (CAN) – The EU’s role in the regional integration processes and civil society participation

As the second round of the negotiations will take place in Brussels (December 10th to 14th) it is a good occasion to discuss which role the EU plays regarding the regional integration processes in Latin America. Does the EU try to influence those processes by implementing Association Agreements with selected organisations (Mercosur, CAN) under certain conditions? From CAN’s point of view, is the EU of any help in the integration process of CAN? Will there be a two-speed integration process due to differential treatments? Civil society - both in Latin America and Europe - has expressed its concerns about a variety of aspects regarding the negotiation process and the content of the agreement. Will those concerns find attentive ears? It seems that this time there is at least the political willingness to provide information promptly. Can therefore the possibilities for civil society to participate in this process be improved?
