The debate on the humanitarian impact of nuclear weapons has sparked a new dynamic in the quest for disarmament. At three consecutive international conferences, over 150 states have addressed the severe consequences of a nuclear detonation, and raised awareness on the immense human suffering that could be caused if the international community does not act to prevent it. Despite this near unanimous concern, not all states agree on whether nuclear weapons should be immediately prohibited. While over 60 states have joined the Austrian Pledge to “fill the legal gap for the prohibition and elimination of nuclear weapons”, most NATO members have been reluctant to draw the same conclusion. Instead, most members of the transatlantic alliance promote a “step by step approach” that emphasizes obstacles and constraints posed by the security environment.
 
Pursuing the same goal of a nuclear weapon free world, how can we bridge the gap and move forward? Can different roads lead to global zero? Can the two approaches be seen as complimentary rather than contradictory?
 
These are the questions we would like to explore with representatives from a NATO and a non-NATO state as well as experts. We thereby hope to contribute to an open and constructive dialogue among states, academia and civil society.
