County Dialogues to Advocate the Coherence and Coordination of Climate Change Governance

The constitution 2010 created two levels of governments, the national and county governments. The development agenda for Kenya is anchored on Vision 2030, which is further implemented via 5 years Mid-term plans (MTP). The second five years MTP 2013-2017 is in the final stages of completion and it is intended to be in tandem with the aspirations of the constitution.

For the Vision 2030 and the development programmes of the second MTP to be efficient and sustainable, all the 47 county governments need not only to tailor-make their programmes to those of national development goals but also to integrate environmental/climate change concerns into their programmes, plans and strategies. All the counties came into being in March, 2013 and they are in early operational stages. This presents itself as the strategic time for CSOs to move in and create awareness among the county government officials and legislators on the importance of integrating environmental/climate change considerations into the development process. This will ensure that environmental conservation and climate change mitigation and adaptation are given priority in terms of planning and financing so that all development interventions are ecologically sustainable and in line with the environmental/climate change sustainability goal of Vision 2030, Agenda 21 and EMCA, 1999.
