EU’s Carbon Pricing: A Start for Decarbonising Trade with Russia?

Expert roundtable, series "Russian Alternatives"

Pricing of carbon emissions is the major tool to drive the decarbonisation of the economy – the core of the European Green Deal project. While the greenhouse gas emissions from the combustion of coal, oil and gas are covered by the European Emissions Trading System (ETS), other traditionally carbon intensive imports like cement, electricity, fertilisers, iron and steel and aluminium are set to be targeted by a new Carbon Border Adjustment Mechanism (CBAM). As part of its “Fit for 55” package, the EU Commission has presented its proposal for CBAM in order to address the risk of carbon leakage and to encourage industry not only within but also outside the EU to reduce carbon emissions. Analysts expect significant burdens to arise from CBAM in particular for Russian exporters of iron and steel, fertilisers and aluminium. Therefore, it is not coming as a surprise that the EU’s moves on the extension of carbon pricing – in concert with similar global trends - have triggered a broad and dynamic debate on decarbonisation in Russia as well. Businesses start to align their strategies.

This expert roundtable serves to exchange perspectives and assessments on implications of CBAM for the decarbonisation of European trade relations with Russia. Questions to explore: How to engage in political dialogue between the EU and Russia on the introduction of CBAM? What are the crucial CBAM design criteria to reward progressive businesses in Russia and open opportunities for them? Under which conditions might Russia be ready to introduce an own internal carbon pricing system and could be exempted from the CBAM regulation?
