Fixing the Climate?
The Risks of Solar Geoengineering and the Case for a Non-Use Agreement
Solar geoengineering – the large-scale, deliberate manipulation of the Earth’s climate system to offset global warming – is increasingly proposed as a "last-resort" measure to offset global warming. Yet instead of addressing its root causes, this global-scale technology poses novel and unprecedented risks: from unpredictable climate disruption and undemocratic control over the global thermostat to conflicts over the potentially devastating impacts of solar geoengineering.
In 2022, leading global governance scholars from around the world launched the Initiative for a Solar Geoengineering Non-Use Agreement, calling for an international commitment to prevent the development and deployment of these planet-altering technologies. This initiative has gained significant traction, with African Environmental Ministers endorsing the Non-Use position at AMCEN-19 (2023) and reaffirming it at AMCEN-20 (2025). The European Union has also opposed the deployment of solar geoengineering, advocating for a global moratorium and the application of the precautionary principle in light of the significant environmental, security and geopolitical risks.
Join us for a panel discussion that brings together academic experts and government representatives from Africa and the EU to discuss the risks and political implications of solar geoengineering as well as the urgency of an international approach to the increasing political and commercial push for solar geoengineering. What could a Solar Geoengineering Non Use Agreement look like in practice? And what are the political challenges we must confront to make it a reality?
