Return at any cost?
On migration policy, the reality of counselling and the situation in countries of origin
A cooperation of Bread for the World, medico international, foundation PRO ASYL and the Heinrich Böll Foundation
Increasing the number of returns is a declared goal of the Federal Government. Furthermore, it is dominating migration policy decisions in the EU. For this purpose, deportations and means to promote "voluntary return" are reinforced. This project is being pursued irrespectively of the situation in the countries of origin, which often do not allow for a safe return and reintegration.
Development cooperation is more and more being used to serve these regulatory interests. By 2020, the BMZ has earmarked app. 150 million euros for the "Perspektive Heimat" program alone in order to support return to countries such as Kosovo, Afghanistan or Nigeria and facilitate reintegration.
We aim at connecting the political debate and the conditions of counselling here in Germany and the situation in countries of origin. What does it mean for people seeking protection and migrants to return to conflict-ridden countries? Under which preconditions is it possible to talk about a sustainable reintegration? How "voluntary" is supported return actually? What is the scope for action?
