Sudan: Civilian Perspectives on Conflict and Peace

A Conversation with ERR Representative Duaa Tariq

After more than a thousand days of war between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF), Sudan faces one of the world's worst humanitarian crises, setting the country back in terms of development, stability, and above all, the ambitions of the 2019 revolution. The toll on civilians is devastating: over 12 million Sudanese have fled their homes, including 7 million displaced within Sudan. More than 30 million Sudanese people are in urgent need of humanitarian aid. 

Amid the devastation local communities have created innovative, decentralised support networks known as Emergency Response Rooms (ERRs). Evolving from the neighbourhood resistance committees that once championed the pro-democracy movement, the ERRs have become a lifeline for civilians trapped in the crossfire of the war. As international agencies and organisations struggle to reach affected areas, the ERR groups play a key role in overcoming supply shortages. 

We want to speak with Katrin Jullien, Diakonie Katastrophenhilfe and Duaa Tariq, a representative of the ERRs, about the situation on the ground. How can the ERRs sustain their work under such dire circumstances? And what might a peace process look like from a civilian perspective?

  • Duaa Tariq, human rights defender and artist. She is the co-founder of our partner organisation Colour Sudan, which uses art and theatre to promote civil and political rights in Sudan. Tariq is also an active member of the Emergency Response Rooms and took part in the peaceful Sudanese revolution in 2019.
