Tech sovereignty and the EU's Chips Act 2.0

A case study on commercial cooperation between the Republic of Korea and the EU

The Heinrich-Böll-Stiftung European Union | Global Dialogue is pleased to collaborate with interface to launch their recently published paper, Tech Sovereignty and the EU's Chips Act 2.0 in Practice. The paper builds on a closed-door workshop that interface convened in Seoul in June 2026, bringing together leading Korean and European stakeholders from government and academia, focused on semiconductor cooperation between the Republic of Korea (ROK) and the EU.

Following the launch of the EU-ROK Competitiveness Partnership and the publication of the Chips Act 2.0 proposal, this roundtable has a twofold aim: first, to examine which of the proposed instruments invite international cooperation and whether they create attractive conditions for foreign investment; and second, to put forward realistic next steps for expanding ROK-EU cooperation on semiconductors, with a specific focus on enhanced commercial cooperation. Building on both, we want to arrive at recommendations for the parliamentary negotiations now underway.
