Energy transition with political costs

Just Energy Transition Partnerships (JETPs) have become influential instruments ostensibly aimed at supporting the decarbonization of energy systems in key emerging economies. The first agreement was signed with South Africa in 2021, followed by Indonesia (November 2022), Vietnam (December 2022) and Senegal (June 2023). The amount of funding announced - and therefore the scope of the targets - sounds impressive, but there is a lot of criticism in terms of climate policy ambition, climate justice, development outcomes, transparency and exclusion of civil society.

In 2022, Germany was centrally involved in negotiating the energy transition partnership with Vietnam, which aims to make Vietnam climate-neutral by 2050. At the end of 2023, the resource mobilization plan of the JETP Vietnam was published, which specifies the use of the promised US$ 15 billion. Based on the publication of the resource mobilization plan, we will analyze together with experts whether and how key challenges of the energy transition in Vietnam can be mastered with the help of the JETP, what "political follow-up costs" the JETP entails, and what political leverage remains for German policy experts to change course if necessary.
