Can France and Germany Reconnect?

The Franco-German partnership has been the engine of Europe since the outset of the European Communities. As the European Union sinks further into the crisis, and a new President takes over in France, a restored Franco-German leadership seems more than ever crucial to the future of Europe.
In a recent ECFR study co-authored with Thomas Klau “After Merkozy: How France and Germany Can Make Europe Work”, Ulrike Guérot argues that a new Franco-German impetus for EU integration is both necessary and possible. Angela Merkel and François Hollande must indeed prepare for the next round of EU treaty reform and launch an ambitious reform program open to other partners. A compromise on growth, which seems within reach, could be the first step towards restoring confidence between the two countries.
 
Ulrike Guérot joined the European Council on Foreign Relations in July 2007 as a Senior Research Fellow and head of the Berlin office. Her areas of expertise include the European Union, Franco-German relations and transatlantic relations. She has been publishing widely on European and transatlantic issues in various journals and newspapers and is frequently invited to comment on several issues in the media.
Justin Vaïsse is the director of research for the Center on the United States and Europe and a senior fellow in Foreign Policy at Brookings. His areas of expertise include American foreign policy and European affairs. An adjunct professor at the Johns Hopkins School of Advanced International Studies, he is the author of many articles and books including, most recently, Neoconservatism The Biography of a Movement.
Sebastian Gräfe is Program Director for Foreign & Security Policy and Transatlantic Issues at the Heinrich Böll Foundation. He worked previously as Senior Advisor at the European Parliament in Brussels. In this capacity, he dealt with European integration of the Western Balkans, EU structural funds as well as the EU internal market.
