Green Industrial Policy and Global Tech Chains

Charting EU–India Strategic Cooperation

The global transition to low-carbon economies has dramatically elevated the role of industrial policy as a lever not only for decarbonisation but also for economic competitiveness and geopolitical stability. As nations and regions invest in technologies that define the green economy of the 21st century - like renewables and batteries but also sectors like the circular economy and bioeconomy - questions around how industrial ecosystems are shaped, how supply chains are governed, and how cooperation can bridge strategic gaps have become central.

Countries like India and large economic blocs such as the European Union are redefining partnership pathways to meet their climate and growth ambitions. As both sides recalibrate industrial strategies in response to shifting global supply chains, regulatory standards, and geo-economic pressures, questions of alignment, competitiveness, and cooperation are becoming increasingly strategic.

Against this backdrop, the webinar will explore how green industrial policy frameworks intersect with global supply dynamics and EU–India strategic cooperation, spotlighting emerging opportunities as well as areas of friction in policy design and implementation. The discussion will also serve to present the key findings of a new report by the Council on Energy, Environment and Water (CEEW), sponsored by the Heinrich Böll Foundation, which examines how India can strengthen its manufacturing capacity in emerging green sectors while navigating evolving trade regimes and sustainability standards. 

Some of the questions for discussion will include:

  • What does the emerging global green industrial landscape look like, and how are major economies positioning themselves within it?
  • What is India’s manufacturing roadmap for clean technologies, and how is it positioning itself within global value chains?
  • How is the European Union translating its climate ambitions into industrial transformation and innovation frameworks?
  • How can the EU–India strategic partnership - including the Free Trade Agreement - serve as a framework for deeper green industrial cooperation?
