International Security Guarantees for a Two State Solution Israel - Palestine
BÖLL LUNCH DEBATE
From mid-2010 to mid-2011 a working group of Israeli and Palestinian security experts developed concrete proposals and practical steps for international security guarantees in the case of a two state solution between Israel and Palestine. This work was undertaken at the invitation of the Heinrich-Böll-Stiftung. Experts from the EU, NATO and North America also took part in the discussions.
The group developed a comprehensive policy note and a matrix outlining the roles and missions of an International Presence which could be created to help Israel and Palestine before, during and after implementation of a permanent two state agreement. The recommendations on the role and mandate of international forces have been confidentially introduced to the Israeli government and the Palestinian National Authority.
In March 2012 the project will be presented to selected expert audiences in Berlin, Brussels, New York and Washington. We want to discuss the key issues surrounding the possible deployment of an International Presence and ask important questions around them as a means to stimulate further consideration and dialogue.
