International Security Guarantees on the Way to a Permanent Agreement on a Two-State-Solution Israel / Palestine

From mid-2010 to mid-2011 a working group of Israeli and Palestinian security experts developed concrete proposals and practical steps for international security guarantees in the case of a two state solution between Israel and Palestine. This work was undertaken at the invitation of the Heinrich Böll Stiftung.  Experts from the EU, NATO and North America also took part in the discussions.
 
The group developed a comprehensive policy note and a matrix outlining the roles and missions of an International Presence which could be created to help Israel and Palestine before, during and after implementation of a permanent two state agreement. The recommendations on the role and mandate of international forces have been confidentially introduced to the Israeli government and the Palestinian National Authority.
 
In March 2012, the project will be presented to selected expert audiences in Berlin, Brussels, New York and Washington. The Brookings Institution and the Heinrich Böll Stiftung North America want to discuss the key issues surrounding the possible deployment of an international presence and ask important questions around them as a means to stimulate further consideration and dialogue.   
 
Speakers
Jibril Rajoub, General, has formerly been Yasir Arafat's National Security Advisor as well as head of the Palestinian Preventive Security Force in the West Bank. During the 1970’s – 1980’s, Rajoub was arrested several times and imprisoned in Israel, before he was expelled to Tunisia in 1988. In 2009, he has been elected to the Fatah Central Committee member and the deputy of its General Secretary. He is currently holding various advisory positions to the Palestinian Authority.
 
Shlomo Brom, General (ret.), has been a Senior Research Associate at INSS (The Institute for National Security Studies, formerly the Jaffe Center for Strategic Studies) in Tel Aviv since 1999 with several breaks. Since his retirement from the Israeli Defense Force in 1998 he is involved in different Track 2 efforts (including the Geneva Initiative) to help achieve progress in the Middle East peace process.
 
Klaus Naumann, General (ret.), is former Chief of Staff of the Bundeswehr and was head of NATO’s Military Committee, the organisation’s most senior body, between February 1996 – May 1999. After retiring, Klaus Naumann took over a number of honorary positions. He is vice president of the German Atlantic Association and, since 2005, he is a member of the senate of Germany’s National Foundation.
 
Ralf Fuecks has been President of the Heinrich Böll Foundation since 1996. The primary focus of his work is on sustainable development, reshaping the welfare state, migration, the future of European integration, and on international policy. He is responsible for the divisions of domestic political education, Europe and North America, German-Israel-Relations as well as for the foundation’s scholarship program.
 
Dr. Sylke Tempel is Editor in-Chief of Internationale Politik, published by the German Council of Foreign Affairs. She has been Middle East correspondent for numerous German language magazines.
