Please join the Arms Control Association and the Heinrich Böll Stiftung North America on Monday, November 8th for a one-day conference on Next Steps in Arms Control: Nuclear Weapons, Missile Defense and NATO.
November promises to be a watershed month for U.S.-NATO-Russia issues. The U.S. Senate may vote on the New START treaty after it returns Nov. 15 and the NATO Lisbon Summit on Nov. 19-20 will address both tactical nuclear weapons and regional missile defense. After that, President Obama has said he wants to pursue an agreement with Russia covering strategic and tactical weapons, and NATO may launch a year-long review of its nuclear and missile defense policies. Meanwhile, the U.S. Phased Adaptive Approach missile defense system is moving ahead in Europe and the United States and Russia are discussing ways to cooperate on missile defense.
New START Chief Negotiator Rose Gottemoeller will give a lunch keynote address, with panelists including prominent U.S. experts Frank Rose, Deputy Assistant Secretary of State; Joan Rohlfing, Nuclear Threat Initiative; Amb. Richard Burt, START I Chief Negotiator; and Morton Halperin, Open Society Institute. International speakers include Adam Kobieracki, Polish Department of Foreign Affairs; Jirí Šedivý, NATO Assistant Secretary General for Defense Policy and Planning; and Eugene Miasnikov, Moscow Institute of Physics and Technology, among others.
