INVITATION

In the midst of the German membership in the UN Security Council, the Research Council of UNA Germany, the Forum on Global Issues of the Federal Foreign Office, and the Friedrich-Naumann-Stiftung for Freedom together with the Friedrich-Alexander-University Erlangen-Nuremberg and the Institute for International Law of FU Berlin invite you to a conference which aims to analyze the role of an important group of stakeholders in UN peacekeeping: the troop contributing countries.

In UN peacekeeping, countries from the “Global South” contribute the majority of personnel who perform as “Blue Helmets” on the ground. This is no new trend, but a long-established aspect of the global division of labour in UN peacekeeping. It raises questions about the coincidence of responsibility for the formulation of mandates and the implementation of the peace operations, as well as questions how the different actors can work together most effectively to adapt UN peacekeeping to contemporary challenges.

The need for a strong peacekeeping partnership has been introduced into the Security Council and partly into the international discussion, but the debate shows a need for further conceptualization. The conference will stimulate the debate with fresh thoughts. To achieve this, the host organizations have gathered a tableau of high level experts, practitioners as well as scholars. They will discuss in two panels and a commented keynote the following topics:

1. Basic principles of UN peacekeeping and the global peacekeeping architecture
2. Practical experiences in UN peacekeeping

The goals are a better understanding of the perspective of the troop contributing countries on the global efforts to maintain peace and international security, as well as the formulation of propositions to enhance the global partnership on peacekeeping.
