Four years ago, President Barack Obama outlined an action plan to reduce nuclear weapons-related risks. Significant progress has been achieved but momentum has slowed as proliferation problems, particularly in North Korea, persist. In his second term, President Obama has an opportunity to strengthen the barriers against proliferation and take further steps toward the peace and security of a world without nuclear weapons. At the same time, irresponsible and illicit transfers of conventional weapons fuel conflicts in troubled regions. With the support of the United States and others, the newly negotiated global Arms Trade Treaty can help adjust these patterns. ACA's 2013 Annual Meeting will focus on strategies and solutions to bolster the nuclear nonproliferation system and build-up the new Arms Trade Treaty.

**Presentation the findings of ACA's 2011-2013 Nuclear Nonproliferation and Disarmament Report Card. The report measures the performance of 11 key states in 10 universally-recognized categories over the past 32 months.
