Protection of data rights for citizens and users

With AI applications, enterprises and states are now able to collect, store, access, and analyse data that influence important aspects of life. The challenge of regulators is to strike a balance between data rights of citizens / users, and the rights for enterprises and states to make use of data in AI. The data rights for individuals, including personal data privacy, informed consent, opt-out rights, and fair use of personal data should be protected; abusive manipulation of consumer bahaviours, public opinions, or abusive surveillance should be limited. Conversely, regulators should also leave reasonable room for robust innovation and effective business strategies, and facilitate effective operation of government bureaus to deliver public services.

Prof M Jae Moon
Underwood Distinguished Professor, Yonsei University, South Korea

M. Jae Moon Underwood Distinguished Professor as well as Director of the Institute for Future Government at Yonsei University. He was selected as one of world’s 100 most influential people in Digital Government 2018 and 2019 consecutively by Apolitical. He received Order of Service Merit-Red Stripe from the Korean Government in 2020.

Ms Sarah Chander 
Senior Policy Advisor at European Digital Rights

Sarah Chander is Senior Policy Adviser at European Digital Rights (EDRi) leading the work on AI policy and specifically the EU AI Act. Her work includes the development of specific recommendations on the EU AI Act from a fundamental rights perspective. The EDRi network has worked to coordinate a wide coalition of 100+ civil society actors on the AI Act. Sarah is also active in the field of racial justice, as co-founder of the Equinox Initiative of Racial Justice, and previously worked in the field of non-discrimination at the European Network Against Racism.

Mr Sankha Som
Chief Innovation Evangelist, Tata Consultancy Services

Sankha leads Research and Innovation Evangelism for TCS globally. In this role he acts as a bridge between TCS’ investments in R&D and the customers that TCS serves globally. He has been with TCS over a career spanning 20 years in multiple roles. He has an undergraduate degree in Computer Sciences and an MBA from the Indian School of Business (ISB). He is based out of the city of Hyderabad in India.
